Opening the debate will be our special guest speakers, Ms Claire Bury, Director for Services and the eCommerce programme, and Mr Philippe Pellé, Deputy-Head of Unit, Retail issues, Consumer Policy and Payment Systems – both of the European Commission’s Directorate for Internal Market and Services.


In recent years European policymakers have pursued an ambitious program aimed at boosting European cross-border eCommerce. Despite these efforts, European retailers seem reluctant to engage in online cross-border trade.


Taking a more helicopter view, the roundtable will answer the question: What is still needed to complete a truly European eCommerce market? What role should European policymakers play in pursuit of this objective, or is national regulation better placed to address outstanding concerns?


Under Chatham House rules, the discussion will focus on the shortcomings and policy needs in areas such as:

  • New information and consumer protection requirements from e-retailers to e-consumers;
  • Cross-border delivery of parcels by postal, express and other operators in the value chain;
  • E- and M-payment issues linked to the revision of the Payment Services Directive.


In addition to the intervention of the European Commission, providing more food for thought will be opinion polling experts, TNS Opinion, who will present some findings regarding attitudes in relation to cross-border online commerce.
