Carmen Bell is a Director at H+K Brussels. Carmen has over 12 years’ experience in EU public policy with a strong background in financial, digital and sustainability issues. She focuses on campaigns for innovative businesses, and has worked with clients in the insurance, banking, medical technology, mobility, audiovisual, media and global impact sectors. Before Hill + Knowlton, Carmen worked in other strategic communications firms in Brussels, advising clients on the EU’s green and digital agenda, as well as the EU-UK Brexit negotiations, including for a medical devices company and UK finance trade body. Prior to this she was EU Policy Practice Lead at London-based advisory firm Global Counsel, where she advised clients on transatlantic relations under the Trump Administration, including the US Chamber of Commerce.
An American national, Carmen was formerly an associate lawyer in the Life Sciences practice of international law firm Reed Smith. She holds a B.A. from the University of Virginia, a J.D. from Villanova Law School in Philadelphia and an LL.M. in International Business Law from the University of London, Queen Mary. She further studied European Law at the University of Leuven.
